Senior Staff

Chief Executive Officer

Rusty Skinner has served as the CEO of CareerSource Citrus Levy Marion since its formation in 1996 when the organization was known as Workforce Connection. He graduated from the University of Florida with Bachelor's and Master's degrees, and has worked in the workforce development arena since 1973. Rusty has more than 36 years of experience in workforce programs, 21 of those years in the Citrus, Levy and Marion counties region.

Prior to coming to the area, Rusty managed the City of Jacksonville’s Central Service Department, which comprised the support divisions of Jacksonville’s consolidated government, from 1987 until 1991.

He has served on the boards of a variety of community organizations, including local economic development organizations and early learning coalitions. Rusty has held leadership positions with the Florida Workforce Development Association (FWDA), the professional organization that represents Florida’s local workforce system, and served as its President in 2009 and 2010. In 2013, he was name the Florida Economic Development Council's Toni Jennings Workforce Development Professional of the Year and has received the Citrus County Economic Development Council's Award of Excellence in recognition of his leadership and support.

Rusty is a Vietnam War veteran, serving in the United States Army for two tours of duty in Vietnam. He and his wife, Susan, have two children, Bridget and Ian.

Executive Vice President

Kathleen Woodring has been in Workforce Development for more than 25 years, serving as an Equal Opportunity Officer and compliance monitor in Pennsylvania and as a placement coordinator for the former Withlacoochee Workforce Development Authority in Ocala.  She joined CareerSource Citrus Levy Marion, then Workforce Connection, in 1997 and in 2005 became the Chief Operating Officer, managing program implementation and programming for the three county region.  Her current role is Executive Vice President, where she oversees Operations and Administration and support functions such as Information Technology, Finance, Human Resources, Compliance and Reporting, and overall system effectiveness.

A native of Minnesota, she graduated from Bemidji State University and later received her Masters in Management, from Webster University with honors in 2006.

For the past three years Kathleen served as chair, leading the statewide planning effort for the annual Workforce Professional Development Summit for system wide training of over 800 professionals annually. She is currently the chair of the Florida Chief Operating Officer’s group, providing system-wide feedback and improvement to the Florida workforce system.

In addition, Kathleen is very involved in her local community, serving on various boards and committees.  Most recent involvement includes:  Transportation and Coordinating Boards for Levy and Marion counties, Marion County Homeless Council, Marion County Early Learning Coalition, Success by 6 Leadership Council, Income Vision Council for United Way of Marion County, and the Leadership Committee for Engage in Education.

Kathleen and her husband Mac have lived in Ocala since 1995, and have one son, Paul.  

Career Centers and Business Services Officer

Brenda Chrisman became the Career Center and Business Services Officer for CareerSource Citrus Levy Marion in 2010, bringing with her more than 25 years of experience in workforce development. Prior to coming to Ocala, Brenda served as a senior vice president in workforce development in the Central Florida region.

She has extensive operational experience from working with a private company as a Project Director to implementing and delivering career center operations in a large, multi-county project. Brenda currently oversees the operations of the career centers in Citrus, Levy and Marion counties. She also works closely with each of the economic development agencies in the three counties to coordinate CareerSource Citrus Levy Marion services that support economic development opportunities.

Brenda’s prior experience includes working for the state as a program administrator, program manager and as an operations manager.

She currently sits on the Citrus County Economic Development Board, the Enterprise Zone Board for Marion County, and serves on a variety of economic development and business committees and task forces in Citrus, Levy and Marion counties.

Brenda has a BA in Business Management from Warner Southern College and has certifications in economic development, business development, and workforce development.

Brenda and her husband Bill have two daughters, Karen and Lauren.
